Balloons are a form of transportation in Populous : the beginning. Although they are more effective than boats in traveling still they can only support 2 units and take 6 wood stocks.
Uses for a Balloon
It is very useful if your shaman uses the balloons as she can move faster and also her range increases. It supports all units of your tribe. Enemy balloons can be captured by any follower (which includes yours too). units can also travel above water with balloons.
